Washington — U.S. authorities informed some migrants of plans to deport them to Libya, a country they are not from and that has a history of human rights violations, attorneys said Wednesday. A judge said they can’t be deported without a chance to challenge such a move in court.

A court says the Trump administration can’t deport people to Libya without giving them proper notice, presenting yet another hurdle for the plans.

A U.S. judge said any effort by the Trump administration to deport migrants to Libya would clearly violate a prior court order barring officials from swiftly deporting migrants to countries other than their own without first weighing whether they risk persecution or torture if sent there.
