An Indianapolis-based developer plans to build a nine-story full-scale hotel in downtown Syracuse on property that currently includes a deteriorating parking garage and an informal park. City of Syracuse and Onondaga County officials will join with representatives of Sun Development this morning to announce the $87 million project on South Warren Street.
