Looking at the website for Lighthouse Beach Park, I see no mention of that service available.

We saw people paddle boarding in front of the condo that we stayed in. The access point would be Fulgur St. but not sure where you would park. They were heading toward Lighthouse Park when we saw them so I would think any place along that side of the island would be okay. Sanibel has a visitors center. You may want to call them or stop by when you visit.

If you follow Periwinkle Parkway to the end, there is a large public lot right adjacent to the beach. Walk the beach to the left to the lighthouse and pier.
