Is it consider safe for toddlers?

I would not recommend. It’s very narrow & crowded, there’s a lot of walking and steps, it’s a little slippery, and there’s a point when you reach the falls that it’s complete darkness.

I'm sorry I can't help you because we bought tickets on sight upon arrival. We had no problems obtaining tickets that day.
