Just follow the person in front of you. You need to pay 25 usd per car as entrance fee. It will be waived if anyone in the car is on active service.

yes there's a railing around the steps. Go counterclockwise around as it's less of an incline. Be aware there is a LOT of steps if you do the circle path but we felt it was worth it. …
