It is 3 hours of walking, with rest stops while you eat (and bathrooms). The food is great, if the 4 year-old is not picky, you should be fine - think Cuban sandwiches, chicken wings, …

You might want to skip the Cuban coffee's for the kids though! ;>)) It all depends on their stamina and patience level - there's great history in it, but not sure kids of that age would appreciate it...

The tours are $59 per person. They have several different tours. I just did the Historic Tour and I loved it. On their website, it lists the prices, dates and times, depending on the one you want. Also, check Groupon, they have an amazing deal for the Historic Food Tour. We did that on a Saturday, began at 11am in front of Jimmy Johns in Ybor. Definitely check it out - it is very worth it and the food and information is fantastic.
