It is open during daylight hours. There are no gates to keep people out but there are a few cameras for safety and security reasons. There are signs that ask people to stay off during poor weather but again it is not overseen by employees.
I don't recall ever seeing any inside the fence enclosure of Kids Castle, but there were definitely dogs around the property on the huge grass areas and the walking trails.
