Hi John I don’t know for certain whether you need special permission to get engaged here but I would be surprised if you do. I believe the palace and cafe are open daily from 10am - 6pm except Tuesdays This is a popular place and for good reason. I was lucky, the first time I visited it was fairly quiet but unfortunately you cannot guarantee this. I was there again last week and there was a 2hr booking system for the cafe. I was informed the best time to visit was at 10am. What I will say is that the staff working here are all really helpful and friendly and I feel sure if you contacted them in advance with your plans, they would do their best to help you and bring them to life. They speak English. The palace and the coffee shop are really beautiful. The architecture of the building is amazing and I can see why you would want such a special occasion to take place here.
