Do the binnenhof has an opening time if I just want to walk around the parliament building and the grounds and the square insides? And how much time would it takes for walking around the place? Thank you.

Depending upon how fast you walk, it is possible to walk around where you mention within 15 minutes, but you would miss a lot of detail that the guided tour gives you.
