Absolutely. It’s open to the public & located outside. There are several Festivals during the Season and I’m not sure how pets would be handled during an Event.

This memorial is in a small corner of parkland in downtown Norfolk with pedestrian paths along the waterfront so I am sure that people walk their pets in this park. However, the "letters from home" are cast in bronze and "scattered" on the grounds of the memorial. Out of respect, I would not bring my pets into this area.
